			<content:encoded><![CDATA[<p>A sad sign of the decline of the United States is that Philadelphia, the city where Ben Franklin did so much of his revolutionary work, like starting public libraries, will be closing its public libraries because of a lack of funds.</p>
<blockquote><p>All Free Library of Philadelphia Branch, Regional and Central Libraries Closed Effective Close of Business October 2, 2009</p>
<p>All Free Library of Philadelphia Customers,</p>
<p>We deeply regret to inform you that without the necessary budgetary legislation by the State Legislature in Harrisburg, the City of Philadelphia will not have the funds to operate our neighborhood branch libraries, regional libraries, or the Parkway Central Library after October 2, 2009.</p>
<p>Specifically, the following will take effect after the close of business, October 2, 2009:</p>
<p>    * All branch and regional library programs, including programs for children and teens, after school programs, computer classes, and programs for adults, will be cancelled<br />
    * All Parkway Central Library programs, including children programs, programs to support small businesses and job seekers, computer classes and after school programs, will be cancelled. We are exploring the possibility of relocating the Philadelphia Author Series programs to other non-library facilities.<br />
    * All library visits to schools, day care centers, senior centers and other community centers will cease.<br />
    * All community meetings at our branch and regional libraries, and the Parkway Central Library, will be cancelled.<br />
    * All GED, ABE and ESL programs held at Free Library branches will be discontinued, students should contact their teacher to see if other arrangements are being made.</p>
<p>In addition, all library materials will be due on October 1, 2009. This will result in a diminishing borrowing period for books and other library materials, beginning September 11, 2009. No library materials will be able to be borrowed after September 30, 2009.</p>
<p>Even as we remain hopeful that the State Legislature will act and pass the enabling funding legislation, we wanted to notify all of our customers of this very possible outcome. <blockquote><p>WASHINGTON (Reuters) &#8211; A poverty-rights group that has drawn the ire of conservatives suffered another setback in Washington on Monday when the U.S. Senate voted overwhelmingly to deny it access to federal housing funds.</p>
<p>The Association of Community Organizations for Reform Now, which helps poor people fight foreclosures and fix tax problems, has received more than $53 million in U.S. funds since 1994, but conservatives&#8217; charges of widespread fraud have begun to impact its reputation in the capital.</p>
<p>Last week, the U.S. Census Bureau told the group it did not want its help boosting participation in next year&#8217;s census.</p>
<p>The Senate measure, which passed 83 to 7 in the Democratic-led chamber, was included in a must-pass spending bill that funds housing and transportation programs for the fiscal year that starts October 1.</p>
<p>&#8220;This is an opportunity for the United States Senate to stand up and say &#8216;Enough is enough&#8217; just as the Census Bureau did,&#8221; said Republican Senator Mike Johanns, the measure&#8217;s sponsor.</p>
<p>The bill includes $165 million for housing-counseling programs and $4 billion to help poor communities weather the worst recession since the 1930s.</p>
<p>ACORN said the Senate&#8217;s action was disappointing but would have little impact on its overall operations.</p>
<p>&#8220;The only real victims of today&#8217;s vote are the families who have benefited from ACORN&#8217;s important work,&#8221; ACORN chief Bertha Lewis said in a statement posted on the group&#8217;s website.</p>
<p>The House of Representatives passed a similar spending bill without restrictions on ACORN. The House and Senate must resolved differences before a final measure can be sent to Obama to sign into law.</p>
<p>Republicans say ACORN engaged in widespread fraud during the 2008 presidential campaign when it launched a massive voter-registration drive in minority communities, which typically support Democrats and ended up voting overwhelmingly for President Barack Obama.</p>
<p>ACORN says less than 2 percent of its 1.3 million voter applications were fraudulent, stemming from canvassers who sought to boost the number of forms they turned in. Independent analysts say any actual impact on the election was negligible.</p>
<p>The group has also suffered an embezzlement scandal involving the founder&#8217;s brother.</p>
<p>ACORN more recently has been embarrassed by conservative activists who secretly taped employees in several cities giving tax advice to a couple posing as a pimp and prostitute.</p>
<p>The group has fired several of those taped while denouncing the actions as a smear campaign.</p></blockquote>

<blockquote><p>How they did it:</p>
<p>A team of publicity seeking hoaxers fooled Germany’s wire service into reporting on a fake suicide bombing in California allegedly perpetrated by German rappers.</p>
<p>1. First the tricksters set up a website for a fake California city called Bluewater and a fake TV station there. On the websites, they listed California telephone numbers — but those went directly to the hoaxsters’ German Skype accounts. They also created a Wikipedia article that confirmed the existence of the station.</p>
<p>2. A hysterical “reporter” from the fake TV station called German newsrooms reporting a suicide attacks, and directed them to the fake websites. German journalists called the phone numbers for “officials” listed on the sites to confirm the stories. Of course, those numbers connected straight to the hoaxsters.</p>
<p>3. The DPA – the German equivalent of the Associated Press – put the story up on its newswire. The San Bernardino County Sheriff’s Office was quickly flooded with phone calls from German reporters trying to confirm the suicide bombing.</p>
<p>4. Within 30 minutes, the DPA took down their story. But the damage was done. Later, the hoaxsters sent out a press release announcing what they did.</p></blockquote>
